Former federal OSHA chief Edwin G. Foulke Jr. examines OSHA‘s new enforcement and industry-specific programs as well as safety legislation changes before Congress. The number of OSHA penalties in the tens and hundreds of thousands dollars significantly increased in 2012-13. Foulke explains why, with an eye toward the impact of unions and a growing group of whistleblowers. He also reviews the essential elements of OSHA compliance and effective workplace safety and health programs, noting how compliance, when used properly, can become a "profit center" rather than another administrative cost.
